So I heard a guy at work talking on the phone, and I'm thinking that when describing to a mechanic that there is a squeaking in the steering column of your Jeep Grand Cherokee, and you add that you don't think it's a belt noise, the mechanic probably thinks "Does this guy really think there are belts in a steering column?" and then thinks "I wonder how much I can charge for changing the belts in this guys steering column?"

The serpentine belt could be chirping on the power steering pump if it's failing or has a bad bearing.

to his credit, moving a steering wheel can cause a belt noise if the belt is loose and the extra load on the steering pump causes it to slip.

Unless he's talking to a mechanic unfamiliar with power steering, he's probabl not thinking that.

The one side of the conversation that I could hear made it sound amusing. I do know that the typical power steering pump is belt driven. Plus, I really would not be terribly surprised if this person really did not know better.
